I know Steve started as a runner for a bonds company and there he was skimming off the top. Soon after his game was up he started in the illegal gambling establishments one was located by the whataburger on central blvd. A small plaza that had an open sign only. Soon he climed some sort to the top and became elected at the port as a commisioner and now he is the chairman. Bill Dietriech was handpicked by Steve Guerra to support his criminal activities at the port. Huachicol is the money maker for Esteban Steve Guerra. He is not loyal to anybody. Steve thinks Vicente Gonzalez is going to prohibit him from doing fed time. We all know that won't happen. Steve is most likely gathering evidence on other fed targets to avoid prison. BEWARE ABELARDO "Abel" GOMEZ. LITTLE CONRADO. STEVE IS GOINNG TO PUT YOU IN PRISON.

Steve Guerra seems to be taking all the credit for PORT projects and stated at debate" Im leaving Port of Brownsville in very good hands" it looks like he lined up his people to get elected so he can still have control at the PORT, to deal his shady business in HUACHICOL!!
